Zermina Tasleem

Bulletin of Management Review, 2025

Abstract

The paper will explore the dynamics and opportunities of the execution of citizen-centred digital transformation programs at the local level. The study points at some of the main determinants of successful digital adoption based on a comprehensive literature review and the results of a vast number of international studies. These are technological preparedness, change management strategies, citizen engagement, and data management. Special attention is paid to emerging technologies, especially artificial intelligence and cloud-assisted vehicular networks, since, in these cases, privacy-preserving mechanisms are needed to ensure the trust and integrity of data. The paper can provide local governments with particular recommendations on how they should work towards achieving their objectives of delivering inclusive, efficient, and secure digital services with the help of the research on the connections between digital governance, the creation of public value, and ethical utilization of technology. The findings emphasize the need to possess conducive governance models, joint design solutions, sufficient data security, and the gradual establishment of trust in institutions.
