Abstract

Abstract Systematic spatial prioritization of critical lifelines like healthcare facility, incorporating seismic vulnerability and accessibility to healthcare in the coastal areas of South Asia has not been adequately explored. A multi-criteria seismic vulnerability and accessibility towards healthcare facilities study have been conducted for 184 healthcare facilities of Cox's Bazar district in Bangladesh using the Fuzzy C-Means (FCM) clustering techniques in GIS. Three seismic hazard scenarios were considered: (i) mean M6.5 event (based on Peak Ground Acceleration (PGA)); (ii) 475-year return period (M7.0, 10% probability of exceedance in 50 years); and (iii) 975-year return period (M7.5, 5% probability of exceedance in 50 years). In every scenario, average travel time (ATT) generated by the network, population covered in the 5km buffer and the importance factor for the network as per Bangladesh National Building Code (BNBC 2020) were taken into account. All the variables were scaled between 0 and 1 (min-max scaling). The optimal number of clusters (c = 2–15) were determined using the Xie–Beni validity index. In all the analysis, c = 4 was the best solution in all the cases and XB = 0.204–0.212 was the reasonable compactness of the clusters. Within facility-level cluster consistency, the results indicate that there is stability across the three seismic scenarios for the four vulnerability archetypes (98.9%). The most vulnerable cluster is occupied constantly by the…
