Abstract

Health insurance requires secure, permissioned, and controlled access to sensitive medical data, challenges that traditional systems and public blockchains fail to fully address due to transparency, lack of access control, and scalability concerns. To overcome these challenges, we propose a post-quantum secure health insurance system built on Hyperledger Fabric. It offers modular architecture, identity management, and strict access control, making it ideal for enterprise-grade healthcare applications. It also provides the flexibility to integrate needful cryptographic mechanisms and modify its default cryptographic primitives. This adaptability allows us to efficiently incorporate a Proxy ReEncryption (PRE) scheme that enables patient-controlled data sharing with any third party without exposing plaintext data and maintains privacy. With the advent of quantum computing, classical cryptographic schemes are no longer secure in static databases. To mitigate this, we integrate a Ring LWE-based Proxy Re-Encryption scheme, offering post-quantum security while maintaining flexible, policy-driven access to health data stored in healthcare providers’ off-chain databases. Our design uses chaincodes to automate system logic and ensures scalability by storing sensitive data off-chain. Through comprehensive security analysis, we evaluate that the proposed scheme is resilient against impersonation, man-in-the-middle, replay, and data-tampering attacks, along with insider threats such as…
